Washita Co. Commissioners minutes

Now on the 17th day of January 2023, the County Commissioners in and for Washita County met in regular session with Chairman Goeringer calling the meeting to order.

Chairman Goeringer asked Kristen Dowell, County Clerk, for roll call.

Roll call was answered by Gossen, present; Goeringer, present; Chandler, present.

The Board reviewed the minutes of the previous regular meeting. Motion made by Gossen seconded by Chandler to approve the minutes as presented. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to sign the monthly report of fees collected in the month of December for the following offices: Court Clerk, Treasurer, and Sheriff. Gossen, yes; Goeringer. yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to sign the Circuit Engineering District (CED) Auction Policies for the equipment auction to be held in Elk City in March. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to award Bid No. 2022-09 for limestone and granite rock to Dolese and Western Aggregates based on the lowest price and location of the district to the quarry and product availability, with the exception of riprap. Riprap is awarded exclusively to Dolese due to the same product at Western Aggregates consistently not being uniform in size. Gossen, yes; Goeringer, yes; Chandler, yes. Bids are on file in the County Clerk’s Office for review.

Motion made by Goeringer seconded by Gossen to appoint Greg Chandler to the Community Action Development Corporation (CADC) Board. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Goeringer seconded by Gossen to approve the contract for the Rural Economic Action Plan (REAP) grant in the amount of $70,050.00 for the purchase of a brush truck for the Cloud Chief Fire Department. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Goeringer seconded by Gossen to approve a Transfer of Funds transferring $70,050.00 from District 2 to REAP as a temporary transfer to fund the reimbursement grant received by the Cloud Chief Fire Department. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the use of American Rescue Plan funds for the computers, monitors, and software update used for the jail controls at the Washita County Justice Center.

The Board discussed the relocation of the OSU Extension Center Office.

An engineer will be contacted to look at the Washita County Activity Center to determine what is needed in order to enclose the east side of the building for the relocation. No action was taken.

The Board discussed maintenance and updates to the Washita County Activity Center including replacement of lights, painting the facility, repairing or replacing the doors, and other minor repairs needed. Kristen Dowell, County Clerk, reminded the Board that the exterior lights had not been repaired or replace yet and there is an upcoming livestock show.

An electrician will be contacted this week. No action was taken.

The Board was notified of information received for the railroad grade crossing project at 4th street in Cordell. No action was taken.

Motion made by Gossen seconded by Chandler to enter into executive session at 9:41 a.. for the purpose of confidential communications between a public body and its attorney concerning a claim, or action if the public body, with the advice of its attorney, determines that disclosure will seriously impair the ability of the public body to process the claim or conduct litigation, or proceeding in the public interest pursuant to 25 O.S. 307(B)(4) – Seven Cowboy Wind Project. Gossen, yes; Goeringer, yes; Chandler, yes.

The Board returned to open session at 10:38 a.m.

Kristen Dowell, County Clerk, stated that minutes had been taken during the executive session, are sealed, and will be filed with other executive session minutes.

A special meeting will be held at a later date. No action was taken.

On Tueday, January 17th at 8:48 a.m. ACCO had sent an email to Dowell requesting a decision of the Commissioners to use the deductible fund to pay for damages to a truck, owned by District 3, in the amount of $9,948.00. This request was not known of prior to the receipt of the email.
