A Burns Flat man is facing up to three years in prison and/or a fine of up to $3,000 following his Sept. 17, 2019, arrest on a single felony charge of domestic assault and battery by strangulation. Laramie James Norris, 21, was arrested by Cordell police officer Scott Hill after a report that Norris had choked a woman he was dating, and threatened to cut her throat if she attempted to make a 911 call.

According to the affidavit of probable cause Hill filed in the case, he was dispatched to an address in Cordell for a suspected domestic disturbance. Upon arrival, he spoke with the victim who said she had been involved in an argument with Norris. She told Hill that Norris had choked her during the argument while she was holding their infant child. When she told Norris she was going to report the incident to law enforcement, he reportedly retorted, “With what proof?”

The victim further reported she had been on the phone with a friend and told Norris she needed to get something from the truck. She said Norris struck her with the truck door when opening it. She also told Hill she attempted to call Norris’ mother when he “tried to yank the phone” from her hand and threatened to cut her throat if she tried to call anyone.

Hill noted a red mark on the side of the victim’s neck and also observed a small cut and redness consistent with the shape of a finger on the right side of her neck.

Norris was located walking near a Cordell convenience store approximately two and a half hours later. Hill arrested him without further incident and transported him to the Washita County Justice Center.

If convicted, Norris could be sentenced to between one and three years in prison and/or a fine of up to $3,000.
