Now on the 8th day of April 2024, the County Commissioners in and for Washita County met in regular session with Chairman Goeringer calling the meeting to order.

Chairman Goeringer asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Goeringer, present; Chandler, present.

The Board reviewed the minutes of the previous regular meeting. Motion made by Chandler seconded by Gossen to approve the minutes as presented. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Goeringer, yes; Chandler, yes.

The Board was notified of a change to the requisition and receiving officers for the Assessor’s office. Merle King and Devin Barker will be requisitioning officers. Sue Fletcher and Julianne Keil will be receiving officers. No action was taken.

Motion made by Gossen seconded by Chandler to sign the report of fees collected in the month of March for the following offices: Assessor, Election Board, County Commissioners, Treasurer, Court Clerk, and County Clerk. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the allocation of alcoholic beverage tax collections for the month of March to be distributed to the cities and towns within Washita County as follows: Bessie - $354.33, Burns Flat - $3,792.52, Canute - $961.76, Colony - $218.05, Cordell - $5,402.58, Corn - $1,152.55, Dill City - $817.69, Foss - $196.63, Rocky - $249.20, and Sentinel - $1,485.47. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the allocation of motor vehicle tax collections for the month of March to be distributed to the cities and towns within Washita County as follows: Bessie - $119.49, Burns Flat - $1,258.88, Canute $317.53, Colony - $71.29, Cordell - $1,794.92, Corn - $385.52, Dill City - $270.66, Foss - $65.35, Rocky - $83.18, and Sentinel - $493.12. Gossen, yes; Goeringer, yes; Chandler, yes. Motion made by Gossen seconded by Chandler to sign the Cash Fund Estimate of Needs and Request for Appropriations received by the County in March for the following funds: Highway $343,332.80, CBRI - $41,360.10, 911 Phone Fees $5,036.66, County Clerk Lien Fee - $447.94, County Clerk Records Mgmt & Preservation Fees - $2,810.00, Court Clerk Payroll - $4,297.77, Resale Property - $6,519.17, Sheriff Commissary $6,812.80, Sheriff Service Fee - $24,871.15, Treasurer Mortgage Certification Fees - $190.00, Law Library - $388.43, Drug Court Trust & Agency $6,440.50, and Court Clerk Records Management & Preservation - $402.01. Motion made by Gossen seconded by Chandler to sign the Request for Reimbursement/Payment for the 2nd quarter of the FY23 Emergency Management Performance Grant (EMPG). Gossen, yes; Goeringer, yes; Chandler, yes.

Kristen Dowell, County Clerk, notified the Board that letter from the Town of Bessie had been received for the demolition of the current fire department buildings, insurance coverage, and an acceptance letter approving the bid by L & C Metal Buildings for the construction project of the Bessie Fire Department being funded partially by county sales tax. No action was taken.

Motion made by Chandler seconded by Gossen to award Bid No. 2023-10 for the building construction and concrete of the Bessie Fire Department in the amount of $346,000 to L & C Metal Buildings. Gossen, yes; Goeringer, yes; Chandler, yes.

Kristen Dowell, County Clerk, notified the Board that a new compressor had been installed for the fire system at the Washita County Activity Center. No action was taken.

The Board was also notified of the scheduling of the painting of the interior of the Washita County Activity Center. No action was taken.

The Board discussed contacting vendors to provide a quote for the building of walls within the addition of the OSU Extension Center at the Washita County Activity Center. No action was taken.

Motion made by Chandler seconded by Goeringer to remain with the prior decision of Merle King as First Deputy Assessor, instead of Acting Assessor, until the special election for County Assessor is held. Gossen, yes; Goeringer, yes; Chandler, yes.

The Board requested Merle King’s acceptance of this decision. Merle King accepted the position of managing the Assessor’s office as First Deputy Assessor until the special election is held on June 18, 2024. Motion made by Chandler seconded by Gossen to accept Merle King’s decision to remain as First Deputy Assessor. Gossen, yes; Goeringer, yes; Chandler, yes. Kristen Dowell, County Clerk, provided an update on the budget report as of March 31, 2024 reporting the general fund collections compared to the general fund budget for FY24. No action was taken.
