Now on the 25th day of March 2024, the County Commissioners in and for Washita County met in regular session with Chairman Goeringer calling the meeting to order.

Chairman Goeringer asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Goeringer, present; Chandler, present.

The Board reviewed the minutes of the previous regular meeting. Motion made by Gossen seconded by Chandler to approve the minutes as presented. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve a special payroll for the accrued leave of an employee who provided their resignation following the approval of the regular payroll. Gossen, yes; Goeringer yes; Gossen, yes. The Board was notified of the appointment of Ana Grace Noe as the First Deputy Court Clerk by Court Clerk Lynda Vermillion. No action was taken.

Motion made by Chandler seconded by Gossen to approve a Transfer of Appropriations transferring $20,000 from part time and $5,000 from maintenance & operations to personal services for payroll for the remainder of the fiscal year. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to sign the Detention Transportation Claim for the month of February for reimbursement to the Washita County Justice Center. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to sign the contract between the State of Oklahoma Department of Mental Health & Substance Abuse Services and Washita County for a grant for the Washita & Custer County Treatment program. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Goeringer seconded by Chandler to approve the quote from Candace Dudgeon in the amount of $5,500.00 to paint the interior of the Washita County Activity Center including the front conference room, kitchen, middle section outside of restrooms, and the restrooms. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the use of American Rescue Plans funds for the painting of the Washita County Activity Center. Gossen, yes; Goeringer, yes; Chandler, yes.

The Board opened Bid No. 2023-10 for the new fire department building construction and concrete for the Bessie Fire Department. A bid was received from the following: L & C Metal Buildings, LLC $346,000.00. Motion made by Gossen seconded by Chandler to table awarding the bid for review by the fire department and Town of Bessie. Gossen, yes; Goeringer, yes; Chandler, yes.

Kenneth Trent, Emergency Manager, provided his training opportunities and events for the month of April including the following to the Board: April 7-9, 2024 – SWISS Team at Broken Bow for the Eclipse, April 10, 2024 – County District Training using the driving simulator, April 11, 2024 – ACCO Safety Conference, April 17, 2024 – LEPC Meeting, and April 24 – 25, 2024 – Southwest Workshop at Elk City. No action was taken.

Motion made by Gossen seconded by Chandler to approve providing a letter of support for the Grid Resilience and Innovation Partnership grant which Western Farmers Electric Cooperative is applying for to use for projects located in a portion of Washita County. The Board discussed the request by Merle King, First Deputy Assessor, to be appointed as acting Assessor until the special election for County Assessor is held. No action was taken.
