Commissioners minutes

Now on the 29th day of September 2025, the County Commissioners in and for Washita County met in regular session with Chairman Gossen calling the meeting to order.

Chairman Gossen asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Gray, present; Chandler, present.

The Board reviewed the minutes of the previous regular meeting. Motion made by Gray seconded by Gossen to approve the minutes as presented. Gossen, yes; Gray, yes; Chandler, abstain.

Motion made by Gray seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s office. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Chandler to sign the Proclamation acknowledging October 6-10, 2025 as National 4-H week. 4-H members representing the 4-H clubs within Washita County were present for the signing. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gossen to approve the application and letter of commitment for the volunteer service of Kenneth Trent, Washita County Emergency Manager, on the Southwest Incident Support Team. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray to approve the contract agreement between Washita County and South Western Oklahoma Development Authority (SWODA) for the community Expansion of Nutrition Assistance (CENA) grant received by the Cowden Community Center. Gossen, yes; Gray, yes; Chandler, yes.

The Board discussed the National Opioid Settlement with Purdue, the Sackler family, and the secondary manufacturers. The State of Oklahoma’s portion is estimated to be $28,015,883.91 over 10 years. The amount received by each political subdivision depend on the participating of Oklahoma subdivisions. Funds must be used to address the harms caused to Oklahoma’s citizens from the opioid epidemic. No action was taken.

Motion made by Chandler seconded by Gray to Resolution No. 2025-48 to approve participation in settlements with Purdue Pharma LP, members of the Sackler family, and the secondary manufacturers. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to designate Kristen Dowell, County Clerk, as the individual to execute the Governmental Entities Settlement Agreement (GESA) Participation and Release Form electronically or in paper form. Gossen, yes; Gray, yes; Chandler, yes.

The Board discussed the replacement or re-covering of chairs in the Courthouse and the removal of chairs from different offices which are no longer being used. Quotes will be obtained to recover some or all of the chairs and may be used in other departments. The chairs will not be disposed of at this time. No action was taken. The Board discussed the Washita County Activity Center rental and deposit rates, cleaning and maintenance, and drainage issues in the arena wash area. Quotes will be obtained for the addition of a clean out drain in the wash area. Discussion was held to review other counties’ rental agreements for their facilities including the cleaning of the facility following rental. No action was taken.
