Oklahoma City human trafficking investigation fugitive sought

On October 24, 2023, FENG JIANG was arrested by authorities in New York City for an outstanding warrant from the Oklahoma Bureau of Narcotics (OBN) linked to a Human Trafficking investigation. OBN Director Donnie Anderson announced today that FENG JIANG was using a fake name and birthdate for over two decades.

“After being extradited back to Oklahoma earlier this month, a fingerprint analysis by Homeland Security Investigations (HSI) determined that his real identity is LE FENG JAING and revealed that he was issued a Final Order of Deportation in 2001 and currently has an outstanding Deportation warrant.” ---OBN Director Donnie Anderson In October of 2022, the OBN Human Trafficking Unit received an anonymous tip alleging sex trafficking occurring at a residential location (brothel) in northwest Oklahoma City. OBN HT agents opened an investigation based on the information received, and through various investigative methods, and extensive surveillance, it was determined that between October 2022 and February 2023, approximately a dozen women were trafficked at the brothel. FENG JIANG and JIAN LIN were identified as persons operating the brothel. Evidence from the investigation shows many of the clients of the brothel were managers and administrators of commercial marijuana farms.

As a result of these investigations, in February 2023, five search warrants were executed at locations within Oklahoma County, including JIANG and LIN’S homes and the brothel. Numerous items of evidence were collected during these search warrants that further connected JIANG and LIN to the brothel and the sex trafficking of multiple women. Investigators have further determined that JIANG continued to traffic prostituted women in Oklahoma, while residing in New York, as recently as October 2023.

In September 2023, the Oklahoma Attorney General’s Office Multi-County Grand Jury unit indicted JIANG and LIN on two counts each of human trafficking. On October 24, 2023, JIANG was taken into custody on the Oklahoma warrant by the New York State Attorney General’s Office and the New York City Police Department. LIN is still a fugitive from multiple Oklahoma warrants. However, information suggests LIN may have recently been spotted in the Oklahoma City area. LIN is currently facing charges in Canadian County for a recent arrest linked to the distribution of the drug, Ketamine.
