Washita Co. Commissioners minutes

Now on the 17th day of April 2023, the County Commissioners in and for Washita County met in regular session with Chairman Goeringer calling the meeting to order.

Chairman Goeringer asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Goeringer, present; Chandler, present. The Board reviewed the minutes of the previous regular meeting. Motion made by Gossen seconded by Chandler to approve the minutes as presented. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made Gossen seconded by Chandler to approve the payroll for all county employees for the month of April. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to participate in the 2022 global opioid settlements with CVS, Wal-Mart, Walgreens, Allergan, and Teva including agreeing to the terms of the global settlements, the release of all claims against these entities, and the permissible uses of monies received for opioid abatement. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to designate Kristen Dowell as an authorized representative to sign the subdivision participation forms to finalize participation in the opioid settlements. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the agreement between Leaders Life and Washita County to perform payroll deductions for the voluntary life insurance offered. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the amended agreement between Aflac and Washita County amending the policy enrollment dates from a 60-day period to a 90-day period. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the amended agreement between Blue Cross Blue Shield and Washita County amending the policy effective date for new employees from 30 days following hire date to the 1st of the month following hire date. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the agreement between American Fidelity and Washita County for the administration of the Section 125 cafeteria plan, providing pre-tax options on certain supplemental policies, for July 1, 2023 – June 30, 2024. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Goeringer to sign the Detention Transportation Claim for the month of March for reimbursement to the Washita County Justice Center. Gossen, yes; Goeringer, yes; Chandler, yes.

Motion made by Gossen seconded by Chandler to approve the purchase of lava rock for the flower beds at the Courthouse and Activity Center. Gossen, yes; Goeringer, yes; Chandler, yes.

The Board discussed CD, ICS, and money market investment options for the Highway and County Bridge and Roads Improvement (CBRI) funds. Sherry Nightengale, County Treasurer, will contact the banks for rates for each option. No action was taken.
