Washita County Commissioners’ Minutes

Now on the 8th day of December 2025, the County Commissioners in and for Washita County met in regular session with Chairman Gossen calling the meeting to order.

Chairman Gossen asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Gray, present; Chandler, present.

Prayer was led by Chandler. The Board reviewed the minutes of the December 1, 2025 regular meeting. Motion made by Gray seconded by Chandler to approve the minutes as presented. Gossen, yes; Gray, yes; Chandler, yes.

The Board reviewed the minutes of the December 4, 2025 special meeting. Motion made by Chandler seconded by Gray to approve the minutes as presented. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to close the Courthouse on Friday, December 26, 2025 for Christmas. Gossen, yes; Gray, yes; Chandler, yes.

The Board designate parking spaces in front of the entrances. Sherry Nightengale, County Treasurer, suggested 15-minute parking. She expressed that she felt spaces needed to be designated for citizens coming in to tend to business. Signs will be made and installed by the County: three on the South side of the Courthouse and one on the North side of the Courthouse. No action was taken.

Lynda Vermillion, Court Clerk, requested to speak about Courthouse Security following an incident involving one of the employees of her office. She questioned whether a plan was in place in case an incident occurred in the future and whether the Sheriff ’s Department had access to the security cameras, stating she was told they did not. Kristen Dowell, County Clerk, stated the Sheriff ’s Department has always had access and they were who had the cameras installed as the Sheriff is responsible for Courthouse Security. Sheriff Rozell also addressed both of her concerns stating he was in discussions with the appropriate parties regarding security plans and confirmed the access the Sheriff ’s Department has always had. No action was taken.

Motion made by Chandler seconded by Gray to sign the report of fees collected in the month of November for the following offices: Assessor, Election Board, County Commissioners, Treasurer, Court Clerk, Sheriff, and County Clerk. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to sign the OSF Form 3 for the reimbursement from the State Election Board of the Election Board Secretary’s salary for the month of November. Motion made by Gray seconded by Chandler to approve the allocation of alcoholic beverage tax collections for the month of November to be distributed to the cities and towns within Washita County as follows: Bessie - $379.31, Burns Flat - $4,059.89, Canute - $1,029.56, Colony - $233.42, Cordell - $5,783.47, Corn - $1,233.81, Dill City - $875.33, Foss - $210.50, Rocky - $266.77, and Sentinel - $1,590.19. The Board discussed the possible reapportionment of the three-quarter cent use tax to General fund which is currently being used by the Washita County Public Facilities Authority. The Board will continue to monitor the General fund collections and expenses to see if this option needs to be executed in order to fund general expenses. No action was taken.

Motion made by Gossen seconded by Chandler to sign the contract between SWODA and Washita County for a REAP grant in the amount of $43,836.00 for the Washita County Conservation District. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to approve the sign between CSG Forte Payments, Inc. and Washita County for the payment processing of credit cards to be taken by the County Clerk’s Office. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to sign the agreement between thirty-four counties within the Central Oklahoma Workforce Development Area to establish a unified workforce development system as designated by the Governor and appoint Bart Gossen as the representative for Washita County on the Board of Chief Local Elected Officials. Motion made by Gray seconded by Chandler to sign the agreement between the Office of the Attorney General and Washita County for the funding and use of the 2025 Sheriff ’s Office Grant in the amount of $250,000.00 for the Washita County Sheriff ’s Department. Gossen, yes; Gray, yes; Chandler, yes.
