Washita County Commissioners’ Minutes

Now on the 28th day of January 2026, the County Commissioners in and for Washita County met in a special session with Chairman Chandler calling the meeting to order. Chairman Chandler asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, absent; Gray, present; Chandler, present. Matt Misak, First Deputy Commissioner, was present in the absence of Commissioner Gossen.

Prayer was led by Commissioner Gray.

The Board reviewed the minutes of the previous regular meeting. Motion made by Gray seconded by Chandler to approve the minutes as presented. Misak, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Misak, yes; Gray, yes; Chandler, yes.

Pursuant to 19 O.S. 444, the Board of County Commissioners shall publish the gross salary of every employee paid in the preceding calendar year. The publication shall reflect the gross salary of every employee reported to the Internal Revenue Service on the W-2 form of the employee. Employees who are employed part time or who worked less than twelve months of the year are designated with an asterisk. Kristen Dowell, County Clerk, reported that the annual OK300 Injury & Illness report for 2025 had been completed and that no reportable injuries had occurred. No action was taken.

Motion made by Chander seconded by Misak to approve a Transfer of Funds transferring $75,000.00 from the General fund to the Highway fund for the repayment of an interfund loan transfer used to fund general fund operations until tax collections were received. Misak, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Misak to approve a Transfer of Appropriations transferring $10,000.00 from personal services to overtime for the Sheriff ’s department within the Sheriff Fees fund to fund the Highway Safety Reimbursement Grant to be used solely for overtime wages of Sheriff Deputies during traffic control duties. Motion made by Gray seconded by Misak to approve a Transfer of Appropriations transferring $7,000.00 from maintenance & operations to capital outlay for the Sheriff ’s department within the Sheriff Fees fund. Misak, yes; Gray, yes; Chandler, yes.

Motion made by Misak seconded by Gray to sign the contract between the Office of the Attorney General and Washita County for the funding of the 2026 Safe Oklahoma Grant in the amount of $20,000.00 received by the Sheriff ’s department. Misak, yes; Gray, yes; Chandler, yes.

Motion made by Chandler seconded by Gray to table, until the District Attorney is available to provide more information, a Trust indenture of the Southwest Oklahoma Drug Addiction Trust created and established for the use and benefit of sixteen counties, including Washita County, to collaborate resources in an effort to prevent the opioid crisis, substance use disorders, and mental health conditions in Southwest Oklahoma.
