Cordell Legislator Proposes Bills in Response to 2018 School Walk-Out

Ostensibly in response to last year’s nine-day teacher walkout, Rep. Todd Russ, a Cordell Republican, has filed two bills in the 2019 Oklahoma Legislature to punish teachers and unions for work stoppages.

The first, House Bill 2208, seeks to decertify employee organizations as bargaining units with all Oklahoma school districts after Dec. 31, 2020, unless such organizations are specifically approved by a secret ballot election of all employees in the bargaining unit between Aug. 1, 2020, and Dec. 1, 2020, regardless of the current contract status of the bargaining until with its respective school district.

The second, House Bill 2214, amends current Oklahoma law prohibiting teachers from striking to include banning “the board of education or school district strike or threaten to strike or otherwise close schools or interfere with school operations as a means of resolving differences with the board of education, the State Department of Education, the Legislature or any other public official or public body.”
