Ever notice how you never seem to have quite enough money? You might start your working life earning minimum wage. Then that first raise comes along, and you think finally you will be able to pay all the bills on time, maybe put some into savings, maybe buy a few wish-list items. Pretty soon, though, you discover you’re still living paycheck to paycheck. Then, another raise comes, and you feel more comfortable. Maybe you invest in a home or a better car. The kids grow up and get braces or go to college.

Pretty soon, for the average person, even this amount of money is not enough to get everything you expected it would. It’s like that with the government, too. We start small with just a few core needs, public safety, decent roads and bridges, public education.
