Washita County Commissioners’ Minutes

Now on the 20th day of April 2026, the County Commissioners in and for Washita County met in regular session with Chairman Chandler calling the meeting to order.

Chairman Chandler asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Gray, present; Chandler, present.

Prayer was led by Chairman Chandler.

The Board reviewed the minutes of the April 13, 2026 regular meeting. Motion made by Gray seconded by Gossen to approve the minutes as presented. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Gossen to approve the payroll for the month of April for all county employees. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray to approve submitting a letter to the Office of Management and Enterprises Services requesting to participate in the purchase card program and establish the use of commercial purchase cards. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray to sign Resolution No. 2026-15 executing a project agreement for a bridge project located in District 1 over Gyp Creek. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gray seconded by Chandler to table an agreement between Little Elk Wind Project and Washita County for a maintenance project within District 2. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray to enter into executive session at 9:07 a.m. for the purpose of assessments of the vulnerability of government facilities or public improvements to an act of terrorism, plans for deterrence or prevention of or protection from an act of terrorism, and plans for response or remediation after an act of terrorism pursuant to 25 O.S. 307(B)(9)b,c,d. Gossen, yes; Gray, yes; Chandler, yes.

Motion made by Gossen seconded by Gray to reconvene in open session upon return to open session at 10:03 a.m. Gossen, yes; Gray, yes; Chandler, yes.

Kristen Dowell, County Clerk, stated the minutes had been taken during the executive session and will be filed with the other executive session minutes of the county. No action was taken.

The Board stated an assessment of the Courthouse had been provided by the Association of County Commissioners (ACCO) and the Sheriff will be implementing plans of action. No action was taken.
