Now on the 17th day of November 2025, the County Commissioners in and for Washita County met in regular session with Chairman Gossen calling the meeting to order.
Chairman Gossen asked Kristen Dowell, County Clerk, for roll call. Roll call was answered by Gossen, present; Gray, present; Chandler, present.
Prayer was led by Vice-Chairman Chandler.
The Board reviewed the minutes of the November 10, 2025 meeting. Motion made by Gray seconded by Chandler to approve the minutes as presented. Gossen, yes; Gray, yes; Chandler, yes.
Motion made by Gray seconded by Chandler to approve the blanket purchase orders as filed in the County Clerk’s Office. Gossen, yes; Gray, yes; Chandler, yes.
Motion made by Chandler seconded by Gray to approve payroll for the month of November for all county employees. Gossen, yes; Gray, yes; Chandler, yes.
The Board discussed the projected budget side and cash fund balance side of the general fund used. The general government account is where the safety incentive awards for the Courthouse, Sheriff Department, and Justice Center employees are paid from. A discussion of a temporary loan transfer from the highway fund to the general fund was held. This temporary loan would be to fund operations of the general fund until collections from ad valorem taxes are received. No action was taken.
The Board discussed the issuance of safety award incentives for eligible county employees for 2025. Commissioner Chandler stated he feels the safety awards are important and is willing to temporarily loan funds to the general fund in order to provide the awards to the employees. Commissioner Gray and Commissioner Gossen agreed. Motion made by Gray seconded by Chandler to approve safety awards in the full amount for full time employees and in a prorated amount to part time employees. Gossen, yes; Gray, yes; Chandler, yes.
The Board discussed the annual employee recognition luncheon for all county employees for 2025. As previously discussed, the luncheon is going to be sponsored by the Elected Officials and Undersheriff this year instead of using county funds as allowed by law. A luncheon menu and sign up was discussed. The luncheon will be held on November 26, 2025 following the closing of the county offices at noon. No action was taken.
The Board discussed Bid No. 2025-09 Rebid for a GMC Pickup for District 2. There were not any bids received. This may be rebid at a later time. No action was taken.
The Board discussed the purchase of a distributor truck by District 1, 2, and 3. The truck price will be split between the three districts using PACT funds. No action was taken.
